1:00PM would be the perfect kickoff time for the run-of-the-mill game. The networks make it work for the NFL so I'm not sure why they're set on forcing noon starts on college football.How quaint 1pm kickoffs seem these days.
I know I'm in the minority but I love noon kicks. Couldn't be happier for the International NFL games when football starts at 9 or 10. In the ACC, if fans storm the field before the teams and the officials have exited, it's a $50,000 fine for the 1st offense, $100,000 for the 2nd offense, and $200,000 for the 3rd offense. I don't think UVA has had any reason to have prior offenses (I believe the 1st, 2nd, and 3rd are over a 2-year period, and then they reset to zero), so that will be a $50,000 fine to UVA (the storming the field fines go into the ACC's scholarship fund).
