Looking at titles, ACC is King of the Class. Down year last year, but all told, they're right there on top (with the B1G) when it comes to powerhouse hoops conferences.

The Big 10 has always had someone contending year in and year out. Indiana had a run in the 70s and 80s with Magic’s MSU team, then Michigan with the Fab 5 era and JB’s past few years and sprinkle in Purdue. You can go back to Ohio State with Lucas back in the 60s(?) their finals run with that big man (one and done) and they have been ranked the past 15-20 years.

It's the main reason they went after the basketball schools of the Big East. They are a basketball conference and a one team show in football.

Your memory as to these events is correct. I would add that when I was a student season ticket holder and sat in the nose bleed seats of old St. John Arena in the late 80s, I saw some great basketball, including Michigan's National Championship Team (pre-Fab Five), Illinois, which was loaded with NBA talent, and Michigan State (Steve Smith & Scott Skiles), among other very good teams. However, I admit that the ACC is the best basketball conference from a historical perspective, primarily because it has two blue bloods, and none of the other conferences has more than one.
