Gift Cert to her favorite hair dresser. Take her out for a nice fancy dinner. Tickets to a show/concert(took my mom to see an Irish band last year). Did the flowers for a couple years but stopped. Mom will turn 95 this year.

Compose a handwritten letter that expresses how much she means to you. Include how she was a major part in shaping, steering and molding you into the man you are today. List some specific events or milestones that shares credit with her.

Guarantee she will tell you this is the greatest present she ever received.

Shalom

When my Dad turned 80 I flew up from Dallas to Cape Cod and surprised him. My gift was I made a list of my 10 favorite memories of him when I was a child, including once when he pulled me out of class i was in the forth grade to go and watch his high school play in the Mass Div 1 Hockey Championship. I put a lot of thought into it and told the ten stories/memories I hold most dear. Oh ya, I also showed up with a dozen donuts.

Has anyone tried one of those digital picture frames?
We got my ma one (she happens to turn 90 in october) and she has it turned off 99% of the time. I asked her why and she said she already looked at the pictures. So one of my brothers hooked her up with "Frameo" so we can all just send new pictures to it. So sent some new pictures to it and waited until the next day and asked her how she like them. She said she did not know, she would turn it on later and let me know. I told her to keep it on so she can see them when someone sends them. She asked me if I expected her to sit there all day and stare at it incase someone sent some pictures. 🤷‍♂️

If you are near to where she grew up get in the car, drive to where her town is and let her tell you stories about her neighborhood, school, friends' homes, etc. Ninety year olds simply want to be heard, reminisce, and have family around interested in her life experiences. They also want to draw upon good memories. It's comforting.

My mom always says when we struggle with gifts that time and attention is all she needs.

Tell Mom you want her to move in with you. That should work and it would put a smile on her face.

I always get my mom those fancy shiny golf balls. I try to make sure she has enough to fearlessly hit them into water hazards so her friends know she's a badass.

You could just get her what you got her last year. She probably won't remember you already gave it to her.
