Another "called" state

Fox News has AZ "flipped" on their website, but Biden is only up 94,000 votes with ~524,000 yet to be counted.

How do they make the "calls" in these situations? That one still seems like a stretch to "call".

They base these calls on where the outstanding vote is coming in from. For example, Virginia was called early on, despite Trump holding a huge lead, because of the vote still to come in from Northern Virginia.

Same is true with Michigan. A huge portion of the Detroit/Wayne County vote is just now being counted.
