Inadvertent whistles, replay the down or do you spot the ball where the inadvertent whistle was blown? TIA.

Ahhhh the Cardinal sin!

There are several different scenarios with the sin i.e... when it happened in relation to a change of possession or a penalty or both.

If no foul or change of possession occurs and a IW happens then the offense has 2 choices:
1. replay the down.. previous LOS
2. accept the result of the play (where the IW shut the play down) and move to the next down.

On a punt, if the snap is low and hits the ground, can there still be roughing the kicker? I thought it was s live ball once it hit the ground?

Yes and no. The punter is still, in my interpretation, afforded protection as a defenseless player should he still be able to punt the ball.

I.E. Don't hit his plant foot.
