Defender did exactly what he was supposed to do. He kept his head up to avoid a targeting penalty and was trying to hit the ball with his left hand and was one step away from Sellers when the ball left Sellers hand so he couldn't really stop his progress. He didn't shove Sellers to the ground or wrap him up and drive him into the ground. The defender immediately turned away from Sellers to see where the ball had gone, he didn't stand over Sellers or watch him go to the ground.

That was an unfortunate injury but it was in no way intentional.
I don't think the hit was intentional, but I wouldn't say he did what he was supposed to do. If that were true, he would have not been ejected from the game. He tried to block the pass. As a result, he came in high and struck Sellers in the helmet. Wasn't the classic targeting call, but enough helmet-to-helmet contact where you can't complain about it too much if the refs call it.

Yep. It looked like Sellers throwing motion created that bad angle for where he was actually struck.
