When two things are equal, yes. Wyoming and Nebraska aren't equal and will never be equal.
IF you want outdoor options at your doorstep, U of Wyoming is a great place. Get your school paid for, hike, ski, raft, hunt elk, etc. IF you're serious about football Nebraska is the place. I'm sure those summer camps were nice, less humid and cooler in Laramie but man they play in some crappy weather in the fall. All depends on your priorities and if his priority isn't football before recreation then he probably better go to Laramie. Hope he's serious about football.
