Depending on the source he has been offered, or he has accepted, or there are still a few hurdles. He has apparently issued a 400-page organizational "Bible" to UNC on how he wants things structured. Among other things, there were salary minimums, position by position. Further, he demands two separate staffs: coaching staff and recruiting staff. The recruiting staff would be run by a sitting college GM.
That all seems a bit outlandish, but it fits with his insistence on having total control, which is largely why he has yet to land an NFL gig. The two separate staffs thing is extremely interesting and it's easy to see how an idea like that could catch on.
