Bill Monroe is the father of Bluegrass, an entire genre of music. Arguably, or not, it may be the only genre of music completely associated with one person. He may not be the "best" singer or musician, but would have to be the most influential coming out of Kentucky.
Mylie was born in Nashville...you're probably right on record sales and money.Sadly, she's probably sold more albums and made more money than any other Kentucky based performer. (Not going to look it up, but just a guess.)

The Beatles and Beach Boys were both heavily influenced by the Everly Brothers. As in, the McCartney and Lennon originally billed themselves as the English Everly Brothers.I'll give you Bill Monroe but the Everly Brothers are reaching.
