That would end many of the mid-majors, which is 80% of D1 schools. Their biggest source of revenue are the 2-3 away games they play at Major schools. Many of those schools already break even at best, but taking away that revenue would put their basketball teams in such a deficit that many would disband.

Don’t commit the fouls and they won’t get called.
The foul problem is inconsistency (by refs). Some games refs call everything, some games they let a lot go. Players/teams will get as close to that line (foul / not foul) as they can get away with. But if that line moves from game to game, then players have to cross it some to see where the line is.
I was watching the Knicks and Celtics yesterday and both teams should have had shoulder pads and helmets on the game was unwatchable gunning threes too and refs brutally let grabbing holding and tackling go on pathetic
If you’re going to allow the rampant use of video reviews why not just get rid of refs and do everything by video monitoring. Automate it and take away any chance of bias, remove clock errors and the need for reviews at all. And no show boating when they get excited about an offensive foul. Seems to me like if they’ve got to go to the monitor on anything but an anomalous situation it’s an admission they can’t really do the job they’re supposed to be doing. Especially when you factor in that it’s multiple people doing the same job in many ways.

Deterrent is that you get to shoot free throws. Would probably take away the 1 and 1 and go to strictly 2 shots.
I would go further and give the offensive team the choice of 2 shots or the ball out of bounds. Cut down on hack-a-Shaq and end of game fouling on purpose.

I don't like adding another foul. NBA has 6 fouls but plays 48 minutes. FIBA plays 40 minutes with 5 fouls. This feels like a "this has been the rule forever, don't fix what ain't broke" situation. I don't want to put in incentives to gamble on defense with more aggressive contact, knowing its harder to foul out.
I’m for anything that’s reasonable in reducing the stoppage of play, especially the interminably long video reviews. UK typically has a deep squad that allows us to wear down lesser teams. But long stretches of video reviews allows teams w a short bench to recover from pace of play.
Biggest thing is that foul shots reset at end of quarter.
F&@#. I’m probably in the minority but I’m a fan of the 2 half’s. They want to make this the NBA. If so just let us keep playing guys as long as they want to stay regardless of if they are in school are not. Change the refs and make them accountable. Change the rule on free throws because at the end of the game, teams that are behind foul all the time- after XX amount of fouls, give a team 3 free throws (to score 3 points), give the team 1 foul shot and the ball or something to discourage constant fouling

Take timeouts away from Teams. You want 4 TV timeouts each Half-there's no need for both coaches to have a total of 8 timeouts. 16 clock stoppages is absurd in a sport that be concluded in about an hour and 15 mins when played at any level that doesn't have TV coverage. 2 timeouts total-1 each Half. That's all that should be needed--especially with the coaches shitting on the concept of a timeout by having a "roundtable" to talk before going into the Huddle. So 30 sec/60 sec timeouts turn into 5 mins at some point. Put time on the clock when the timeout is called-if the control freaks need to talk with their staff for 55 secs-you get 5 in the huddle period or it's a Delay of Game Warning. You go over-the ball is in play and whomever has the ball can go ahead and play if you don't have your team on the court-and if your staff is still on the court-you get T'd up for every person on the floor.

Just please, some how, some way, fix the TV timeout timeframes. Nothing worse than a timeout called by a team with 4:10 on the clock, 5 minutes of commercials, resume play, then a dead ball at 3:59, and now we need to have the “TV timeout” and another 5 minutes of commercials. At this point we have damn near had another full halftime break.

2 timeouts is probably plenty but at minimum I would limit to one TO in the last 2 minutes. Let the players get up and down the court and decide the game.
The games are longer due to TV timeouts. They are longer than they used to be.
Familiarity of the game. If you play quarters starting in youth basketball through HS, then in NBA or any other professional league on the planet, and only play halves in college it seems to be an unnecessary change that is as old as the NCAA. There are flows to games and the college game is the one with the most up and down 20 minutes. If you play 10 minutes have a 4 minute break (or what ever the length) between quarters, fouls and free throws they way they work, it seems a ton better. If a team gets in foul trouble in the first quarter and we get to the 2nd there are no free throws unless that team continues to keep fouling. Games start and sometimes there are fouls a plenty the first 4 to 6 minutes.
Would the challenge be any better. They are wrong so many times a game there would be 20 challenges??? They don’t review their bad calls now. Just intentional crap. Burn it to the ground and start with 500 new people. They can’t do any worse.
This, at lesat make it somewhat fair for both sides. I like the continuation rule when defense just does a lazy foul to stop a drive. Rewards good defense when you force someone to say in front of their man.
The ncaa is one foul per 8 minutes of game time and NBA is one foul per 8 minutes of game time. 5 in 40 minutes, 6 in 48 minutes. I'm fine staying at 5 or going to 6.
I would be fine without reviews as long as they make refs available after the game to answer for their calls just like coaches and players are made available to answer for what they did during the game. To me if they had to answer to the media they would be less likely to intentionally affect the game.
