Here is the thing, if you have gone to happy hour with co-workers, you drove home drunk. Not excusing it but just saying what it is, it is all over the place.
I know I'm definitely in the minority. Social drinking is part of the fabric of this country. The dudes that don't drink are kind of the outcasts in those get-togethers. The upside is, you can't believe how many Christmas, etc parties we've been invited to because they know I will be their designated driver. LOL

I also have no qualms with folks who enjoy whatever their choice of beverage is. Drinking with moderation is fine and totally acceptable, but as you say, there's gonna be that percentage of people who are driving impaired. If they make it home safe and sound, it only fuels their confidence that it will be always be that way...until it isn't.
