The President of the United States sets US Foreign policy, not the National Security advisor.

When Gen Flynn acting in his role as advisor to President Obama disagreed with his Foreign policy, he was also fired. Obama was so thankful of Gen Flynn's contributions, he set up an entire smear campaign against him to make sure he was eventually framed and jailed.

Maybe Trump should consider same for Bolton?
