Forgive my ignorance, but what does he need a waiver for/from/of? Not asking for a friend, asking for me because I don't know.
Per NCAA rules you can only take an official visit your senior year, which assumes you have started your senior year, and Bernhardt’s school doesn’t start until later in September. That’s why he needed a waiver from the NCAA.
Yes, his school actually starts next Tuesday. Just so there is no confusion, a player can take official visits as a junior, but those visits are from the previous year. Once the NCAA calendar turns over and the number of visits resets, the schools are using this year's visits. So by rule, the players must have started the school year before they can go on official visits. Thus the need for a waiver.
