it is about time. But I am not sure it is very enforceable. How does an agency repeal law passed by Congress? I am not sure how all agencies work but it seems that they issue rules to execute regulation passed by Congress....

Am I right here?

He should have taken an entirely different approach to removing unwanted regulations. Biff's approach is just silly.

I heard an interview where they have lawyers combing through determining what can be removed because it's regulation only, and what will need changes to law. It will be a process.

The problem with government bureaucrats is that most of them only want to add more and more regulations and few of them are willing to take any risk and remove regulations. This is one of the main drivers in high defense costs....We are paying 3-5x the real value for equipment that borders on obsolete because the specification are often outdated.

The two-for-one approach is silly in a way and will be difficult to enforce but I don't mind it as it sets the tone for something that should be done.

As an EO it isn't worth the paper it's written on, but as an attention-getter it is priceless. And I'm sure that is the only reason DT put it out there.

I think you are right. A law can be repealed by Congress. I believe the only other way around it would for the SOTUS to say it is against the law/constitution andthrow it out.
