I've never seen anything close to that bad of a call on "targeting". So the top of his helmet hit the runner in the lower back. I think you could probably call targeting on about any tackle.

Sure, if you actually bend over to make the hit, your helmet is going to be out in front. If the runner shifts by one foot the wrong way, you're a candidate for "targeting"
