Don't they normally pipe in music going into a commercial break? My guess is he does it to ensure he can be heard over the music, likely from direction from the TV producers. There's also usually a replay of a key or exciting play that's shown going into the break that deserves some extra emphasis/voice inflection.
That was my guess. The one that annoys me is the guy who does the Wichita State and Gonzaga and whatever other over-inflated team they can find out in the mountains. He screams 100% of the time, full-stop, every single play. THEY HAVE WON THE MOUNTAIN WEST 13 TIMES! 13 TIMES I SAID! MY GOD CAN YOU EVEN IMAGINE! LOOK AT THAT FREE THROW! DID YOU SEE HOW IT WENT IN? LET ME GO KISS HIS FEET PLEASE! THAT WAS A GORGEOUS FREE THROW!
