No way to know until September 1st, but I believe he's too good to redshirt.
Bottom line: OU really needs Cobb, even if he's a raw talent at this time.

Not if he doesn't quickly get his butt to Norman, and work really really hard. A lot to learn. Getting up to speed would have been hard had he been at OU on June 1st.

Maybe if Baylor had not relented in giving Cobb his release after Coach Briles left on May 26th, he would have come to OU "sooner".

CB is one of the easier positions to learn, especially if we're continuing to play a lot of man coverage. I expect Mbansor to pick up his game though. Cobb will make a nice backup at one of the spots.
