AN EXCERPT:

Pitt, according to a report this year from USA Today, received $18.9 million from the ACC, nearly double what it made in its final year in the Big East. In its fourth year as a Big 12 member, West Virginia received $23 million from the conference. Once an independent, Penn State is part of the money-printing Goliath that is the Big Ten, which paid every full-fledged member $32 million in the 2014-15 fiscal year.

WVU was still only receiving a partial conference payout from the Big 12 while Pitt received a full payout from the ACC. The Big 12's full payout was more than $25 million. Also, there is the 3rd Tier Rights money from IMG which is at least 2X more than Pitt's 3rd Tier Rights money. The difference in future years between the two schools is likely to be more than $10 million. That is a lot of money.

I think the ACC's 3rd tier is tied up in their full payout amount.
