About a 98% chance this is viral marketing for a video game or movie. Bank on it.
Supposedly the video was on Youtube for a couple of months but got little traction. Then someone mailed a DVD to some tech magazine, Reddit picked up on it in the Creepy subreddit, and now it's gone viral. Just as the marketing company intended.

This video is odd and I know the story, but she doesn't look particularly panicked especially since the elevator is clearly malfunctioned. She doesn't look to be crying, hysterical, or rushing to get the elevator door to close. I'm guessing she's on some sort of drug, like bath salt that wouldn't show up in a drug test. To how she ended up in the water tank..who knows, especially is she was on bath salt or something.
That is actually the first time I've seen this video and heard the story and that was my initial though as well. I watched another video that was linked with that one with some more details about it.
An autopsy was done on her body after it was discovered in the water tank and it came back negative for alcohol, drugs, and physical abuse. Also when they opens the lid to the water tank it was so heavy that they actually cut a section of it off. It was so heavy they weren't able to move it. Also the ONLY way to get to the roof with the water tanks was under lock and key and had an alarm on it, which of course never went off. That hotel is also been home to several murders, suicides, and crazy paranormal ****. Oh and the "Night Stalker" serial killer called it home for awhile. He was convicted for 13 murders.
One thing that I find really strange about the video is that she is clearly hiding from something then goes out and stands there and seems to walks away. Only after she walks away do the doors close. Why did she not just hit the close door button?
That girl was also suffering from mental disorders. Depression and she was bipolar.
OP video gets weirder. According to the Daily Dot, the video:
- Contains a Morse code puzzles that reads "RED LIPSLIKE TENTH," which is an anagram for "KILL THE PRESIDENT"
- GPS coordinates for the White House
- Images hidden in the audio track - disturbing images, although from other sources (like horror movies or real serial killers); also text that "You are already dead"
- Student run TV station as a possible source, although the site was hacked
- Allegedly found on a park bench in Spain

Well now that explains why AHS:Hotel is so bat crap crazy this year.

I stayed at the Hotel Cecil in the late 70s. Didn't know anything about the place. It was a dump. I could write a book about dumps I have stayed in. Being a poor was a bummer.
Meh. That chick was bat-**** crazy and quit taking her meds. Crazy people do crazy things. I think I got that topped with the Anatoly Slivko videos. The dude hung a bunch of little boys and filmed it. The videos are online, but seem a little to extreme to post here.
I heard on a radio talk show that serial killers like to stay at that hotel. I think it was on coast to coast or whatever. Weird crap all ways goes on there I guess
That fits in pretty well with this week's episode of AHS since they had a dinner party with famous serial killers.
