The coaches can't comment on recruits until they are signed.
I don't follow recruiting like I did five years ago, but I don't ever remember an elite recruit signing that no one thought we had a chance to get. Some of our bigger names came down to Nebraska and one other school, and I was surprised when Nebraska was chosen, but it was a well known coin toss before that.

Not Neb - but I think the Cal coaching staff were pretty surprised when that kid who they had never heard of a few years back committed to them
