Decleated Baylor kicker

Did everyone see the play on the blocked Baylor kick and the kicker then try to make the play on the recovery ??? Was that a legal shot by MSU player #14 ?? Looked to me like a blindside and an elbow to the head. Why not a 15 yard penalty and an ejection for the player??

I thought it was a clean block. MSU player led with his shoulder. His arm flailed after contact, but it wasn't a shot to the head. That dude got destroyed.
