Really good Nova last night on a topic of frequent discussion. Lots of good stuff for ex. they can tell what percentage of CO2 is from the burning of fossil fuels due to the number of neutrons in carbon atoms and thus determine man's contribution to the current state. "Ancient" carbon is different in that way. Also they can determine historic ocean temps from the chemistry of ocean floor sediments which at least one poster was questioning recently.

• Is this testable? Do they have a known base to compare results against?
• Is this recreatable? Can they age something X number of years and recreate the process?

Is it following scientific method?

You should watch the show. Decoding is just a term they use for the title of the show. They don't actually discuss "code", the show talks about weather and climate and how scientists are reaching their conclusions about climate and what we will end up doing about it. Towards the end of the show they talk about mitigation (lowering CO2 emissions for example), adaptation (building sea walls, etc.) and suffering. The more we do of the first two, the less suffering will be experienced and conversely.
