Perhaps the "they" was intended to me those individuals who consistently go against the law and put others at harm? Whether it be white, black, hispanic, or martian. "THEY" deserve to be arrested and thrown in jail.

"They" are the riot participants in Ferguson, MO. "They" are supposed to be "observing" the aniversary of the young man's death but those ideals seem to have been too lofty. Yes, I'd assume that "they" are mostly black.

There are obviously a group of folks there that are more interested in rioting and looting than in standing up for black rights and trying to fix the system in Ferguson. Your effort to paraphrase my comment was poor.
