I'll ask for a third time: We're governed by the Constitution. What does it say?
I doubt the word American is used but the Citizenship Clause of the 14 Amendment tells you what a Citizen of the United States is which basically if you are a natural born citizen which Article 2 of the Constitution addresses. So that make me a proud American. I think you know that but for some reason have forgotten.

The 14th Amendment isn't that restrictive:

Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.
