He should get a raise, he is the head coach for 9 games. His pay should be commensurate with that position. Now what that is, I'm not sure. Not what Frost was making but definitely more that what he was getting.

He gets a raise. Not sure how much but he definitely gets a bump in pay for taking the interim job.

same contract, .5 million per W
It would actually be interesting to calculate how much Frost got paid for each win by dividing the total number of dollars he collected from the University (including the buyout cost) by the number of wins.

For just his buyout of $15 million by itself (ie., excluding his normal salary), that alone was almost $1 million per win since he won 16 games over his tenure at Nebraska. Add on another $20 million or so for the total salary he collected and you get the picture of how expensive those wins were. AND that doesn't include the cost of any non-salary "perks" he received.

Regardless, I do think there needs to be an incentive plan for the next coach that is tied more directly to the number of wins. Maybe a sliding scale of compensation for the number of wins in each season. And any buyout needs to be negated if a certain number of wins (or percentage of wins) aren't achieved over the coach's cumulative tenure after say a 3 year period or so.

Absolutely. Dude just got promoted. Interim or not. Every decision is now higher leverage.
