You should watch the documentary on Snowden, pretty entertaining watch. I think it was called CitizenFour.

Another good flic was Kill the Messenger about the reporter who broke the story on the CIA being behind the Coke/crack influx of the 80s into the inner cities.I know who I was asking. To answer your question, no. However, I'm fine with the initial whistleblowing. That's my conundrum.
I may be incorrect but I think he didn't do that until after his whistleblower status was denied and not until after several months of trying to establish that defense and being denied. The initial leak was the illegal activity we were conducting and that wasn't to a foreign Gov't.I remember seeing the previews, kill the messenger, and I looked it up on line but haven't watched it. Whistleblowing is ok, copying classified info and taking it to a foreign country is not good no matter how altruistic the person is.

Watch CitizenFour.He could have gone to a congressman, newspaper, 60 mins, somebody that would have kept very sensitive material out of the opposition's hands. Once he did what he did, he becomes someone who has passed govt secrets to a foreign entity, in my opinion.
