No one really knows the facts. However, agents have an interest in getting accurate figures out there. To inflate them, would make their charges question (getting less than published) where is the rest of my money. Undervaluing wouldn't help recruiting of future clients.
This is just an indication that PSU is not a real heavy weight. 25 last season, 11 this season......reflects an uptick resulting from a playoff appearance?
3 Million to Allar, doesn't seem like anymore than the going rate at this point (for a proven QB).

We are in the era of "Prollegiate" sports on college campuses. That's now here to stay, so the next thing to do is create enforceable and reasonable governance for this new era. A good amount of that is already underway, or proposed. I'm still skeptical that the 'reasonable and enforceable' part can be done without contracts and legislative help, but TBD.

NIL is one thing. The unlimited free agency ala transferring on a whim or to chase a payday has to be brought under control before fans become disinterested. Controlling NIL will help to control transferring (and vice versa). But again, contracts are likely the way to go. The "Pro" piece of this new era has to be a 2-way street.

That said, this old fan has accepted it, while maybe not fully embracing ALL aspects of it. Prollegiate football is still my favorite spectator sport by a wide margin. I've found that I am far less interested in the "get to know" this player or that player part of it, even for PSU, and just want to be entertained by the games themselves.

No…..it’s not. Take a look at this years recruiting.
The NIL fund went to recruiting the players on the roster to stay as well as bringing in a handful of proven transfers. If not, many of the current starters may have been gone and they would have been starting fresh. Then the complainers would have complained about that. This has been discussed all offseason. Do they need more money for HS recruiting? Sure. My guess is that will open up a bit more after this season when many of the current veterans move on.

If you believe what's written PSU is about 13th which is more than most schools but well behind OSU & Oregon.

I don't think anybody really knows how much money is being spent. My guess is that the reports on the collectives but players can also cut private deals in addition to what they get from collective pool.
