Number of infected is irrelevent. It will continue to rise sharply while they have a backlog of tests to be resolved.

It makes all the percentages lower the higher you raise the denominator. The number of people in the hospital or in worse condition isnt affected by the number of people infected. People needing a hospital are going to a hospital. Inpatient tests are expedited.
