No, that's if you fumble forward and the ball goes out of bounds. In that instance it is returned to the point of the fumble.

If you forward fumble and recover, you get to keep the yardage. There may be an exception for fourth down.
That's different in the NFL, right? And, yes, you are correct about 4th down. In the NFL I think it applies to the 2-minute warning periods on any down and otherwise on 4th down.

But this case was a QB fumbling.. and I have to say, it almost looked like it came out like an interrupted shovel pass.

I just found it very odd and wonder who made that decision. Was it a unilateral decision by video board operator/game production staff or did Schiano tell them to do it.
I’m guessing the latter just based on how many times they showed it and the comment below yours, but either way the officiating absolutely did change for the worse after this

The presence of a whistle definitively stops the play. However, the absence of a whistle does not necessarily mean the play is still alive. For instance, a referee can penalize a player for a late hit even though the whistle had not blown.

Human reaction time is not immediate. There is always some fractional difference between referee thought (I have determined that forward progress is stopped) and action (I blow the whistle). It's the thought that counts.

Lastly, the forward progress call is not reviewable.
