Shall has been debated at many levels of the law and it always comes down to the same - Shall means WILL. Shall never means maybe and is not debatable.

That phrase of the Constitution does not leave room for debate. The US Senate has got to be involved in making agreements/Treaties. President cannot make unilateral decisions in agreements with others .
