It's been a bad experiment.
Time to try something new .
We are a country who loves competition and are willing to give 18 year old entertainers millions a year to play with balls.....and the state of our country shows our foolishness.
Louisiana seems to have a pretty good recipe right now for success their numbers are rising in reading and math . Why can't we make it a competition between states , teachers and students in education? Put the smartest and brightest on TV debating other students from neighboring states. Put teachers debating other teachers proving methods that work . Make it a great time, make it profitable to be smart. We have a society that values players over genius. Sadly our smartest people don't make what our athletes make in lifetime and we depend on them for life .

The whole deal has always been 3 pronged.

1. Block grants for states K-12

2. Student Loans programs

3. Everything else (Studies, special programs, etc)

So leave 1 alone. Give states money and let them spend as they see fit with minimal specific direction like money must be spent on funding K-12 Schools.

Take 2 and bid it to a third party to manage.

3. Eliminate almost all with obvious exceptions like implementing legislated or executive ordered changes.
