Also, the TOC states the last page number is 198 (before App A) but the last numbered page provided is 182. ???

Appendices A through D aren't even listed in the TOC?????

It isnt his job to speculate. Its not hard to understand. Either he found evidence of a crime or he didnt.

That is true but determining criminality is not the same thing as holding accountable.
Eh...maybe? Sounds like we're splitting hairs. Congress can impeach and convict, and the defendant can be tried criminally after their term.
