Brief scouting report (understand that 1) I'm not a scout, just a guy who likes football and 2) this is a highlight reel, so it will not give you the whole picture of the player).

+ Positives +

1) Looks like a quarterback who is also an athlete, not an athlete who happens to play quarterback. Uses his speed and agility to buy time to pass more than to find running lanes.
2) Makes good choices on the read-option and on coverages. Generally throws to open receivers or ones with solo coverage.
3) Freakshow athlete, fast, agile, explosive.
4) Makes fast choices, seems to understand his offense and makes plays within his system.
5) Not impulsive. Patient with the ball and willing to let plays develop.

-Negatives-

1) Inconsistent mechanics, throw, feet, and shoulder position vary from throw to throw.
2) Good, not great arm. Will occasionally float one and hope for the best.
3) Could generate negative plays due to over-reliance on athleticism.
4) Accuracy is good, but not as sharp when hitting moving targets.
5) I didn't see him running through many tackles. You have to wonder if his frame is (at this point in his career) too slight to be running the read-option all the time.

Still, there's a ton to like about the kid. With the right coaching and talent around him, he could be special.

That was obviously his sophomore highlights. Henshaw told him at camp that he needed to work on his mechanics because Henshaw saw a couple of flaws. Henshaw, according to Justin Rowland, told Williams, "If you work on these flaws, I will come and see you (at your school during practice) and will offer you then."

Henshaw went down and watched him throw, was impressed with the fact he had been working on the mechanics, and offered him because according to Henshaw, he picked them up faster than expected.

Williams coach said what you said as well.... that he "reads as fast as any quarterback he's ever coached."

Nice critique on our new QB! ;-)

Have coached a few decent qb's in my day...this kid is FOR REAL. Hope UK can keep him. Is unlike any I've seen in blue and white -- while not a T. Couch passing-wise, as an 'athlete-qb' his natural ability as a passer seem far beyond others we've had like that (to me, Pookie seemed a little 'robotic' and O'Ferrall always seemed more like an athlete doing the best he could w/ limited passing skills (like Randle El at IU).

I like how he's willing/able to throw passes into the Seam to receivers running vertical routes between deep cover DBs. That's NOT an easy thing to do even for Seniors at the HS level. Granted, this is a highlight film -- I'd love to see some raw full-game footage to see if he ever took too much of a chance lofting those balls into the Seams.

He's already cleared the biggest hurdle for an electric athlete playing QB: the knee-jerk tendency to run when he could be throwing. Mechanics can be fixed; the belief that your legs can save you from poor read progression and lack of pregame preparation can not.
