He entered a program for first-time DUI offenders, according to the story. Guess the DUI at Cincy doesn't count?

Probably first offense pennsylvania. How many did he get out of because the cop was a fan tho lol? He would have been better off leaving a bag of cocaine in The West Wing.

I'm thinking it was enter the program or else. I would say they definitely looked at the first one as well.

DUIs travel with you from state to state. For example, if you get a DUI while vacationing in Florida, you'll pay for the crime there, but your home state will also see it, and pass on their own state fines/suspensions/etc. Most states will clip the corner on your license as well, which immediately alerts cops if you happen to get pulled over (when you aren't allowed to drive).

Don't ask me how I know these things.

The PA prosecutor likely agreed to allow Huggins to enter this program because he had only one prior DUI conviction and it occurred a long time ago (2004). Accelerated Rehabilitative Disposition (ARD) is a pretrial intervention program used in Pennsylvania for non-violent offenders with no prior or a limited record.
