Thermostat (Honeywell) is blinking "Cool On". This means it's not on, but in delay...usually 5 minutes. A/C system was installed Dec 2017. It is cooling fine, no freeze up, outdoor compressor working normally. I've noticed this 3x in the last 3 days. I changed the air filter yesterday, thinking that might be the issue...highly doubt it. Any of you experts have any idea what's causing it? We keep that thermostat on 70 degrees during the day and 68 degrees at night. I know that's a lot of stress on a unit when it's 95 degrees with high humidity, outside.

Need new batteries in the thermostat?
Bad capacitor outside?
Something wrong with a control board?
Faulty thermostat?

My guess is after the Unit shuts down it has a time delay before it can restart. Normally that isn't an issue, but with your low setting its now calling for it to cool quicker than the time delay in the Unit is satisfied.

Try setting your temp to 72 and see if it doesn't clear up, or check the location of the thermostat, it may be in a hot area.

Check the condensate drain, make sure it is draining.
