So is it fair to say that under Huggins, we’ve reached our full potential and are now just riding it out until he steps aside?

No I don't think that is 'fair' to say at all. There are probably a few of us who view Huggs as our LAST hope at full potential. Who else on the horizon will replace him and take us further. Who is looking to come to WVU and view it as a destination job? I'm not certain, but I don't think there are many.

If it is true that we have "reached our full potential" this is pretty sad.

My personal opinion is we are ONE maybe TWO additional PLAYERS away from reaching our Potential. We only have two seniors. JC is one if not THE best I've seen in WVU at that spot. Dax has been an average player. The rest of our roster is pretty young and have competed well against a very strong schedule.

I'm willing to wait on Huggs getting his NC. I believe it is possible. Not this year however.
