Check out this article. Batter can attempt to steal first base on any pitch not caught by the catcher and can be thrown out or safe at first depending on outcome.

Well that would make for some crazy plays. Would definitely keep catchers on their toes more, and would definitely be a big deal in college baseball with as many passed balls and wild pitches as there are. Could be fun.
