Your chart shows about half as many blacks were shot to death as whites, yet blacks make up anywhere from 12-14% of the population as opposed to whites, who make up 72% of the population, six times that of blacks. Now do you see the problem? LOL!

370 whites were killed by police in 2019 AND 235 blacks were killed by police in 2019.
