“On the wagon” means he’s trying to be sober. It comes from back in the day when reformist preachers would ride around town picking up all the drunks on a wagon and get them right with Jesus.

I think you’re technically correct in Keyser’s case. He’s definitely trying to stay off that train. Him and 3 olives Pelosi. And his song would be this one:
