As some of you know I mod'd the last 2 years at Rivals (starting just after "the comment" was made by Tuck). We had a few pests but initially everyone was given a clean slate. Depending on the severity of the problematic user, communications and verbal warnings were usually handled behind the scenes regarding their behaviors and successive discipline was implemented, starting with incrementally increasing "timeouts" (i.e. suspensions) until the user learned to behave. 1 to 2 weeks was usually enough to get the users attention and drive the message home. Bans were only implemented after the user consistently demonstrated that they were unable to learn.
Towards the end of Rivals, Corby was ultimately given a lengthy "timeout" due to his increasingly incompatible and disruptive behaviors. (And apparently it wasn't just the PSU Rivals forum that he was suspended from either - see "34 and counting".) Unfortunately this On3 platform doesn't allow for bans or suspensions to happen on just one board, but it encompasses all of the On3 boards. So if you get suspended or banned on one, you're off all of the Boards. If I were a Mod here now, I'd put Corby2 in a short term timeout and tell him that when the suspension is lifted, that he needs to stay off of the PSU Board for an additional "x" amount of time due to his passive/aggressive poking, spam posting, disruptions, and for just generally being obtuse, or else face additional On3 platform-wide increasing suspensions up to and including banning. Our Mods obviously addressed the problem here in the past, but the problem keeps coming back and occurring. Just my 2 cents.
