Toughest Conference? Or 2nd behind the Big12 or ACC?
Year in, year out and with only the occasional outlier, the Big Ten is - from top to bottom, the entire conference - the toughest conference in America. Nights off are tougher to come by in the Big Ten than anywhere else.

Kenpom is based on statistics from the previous year. The more players you have returning, the higher your rank. For a new season, it really doesn’t adjust until 8-10 games into the season when your new players get some stats behind them.

sort of.

KenPom does account for impact freshman recruits and transfers. So it isn't totally based off last year's statistics. It is also somewhat based off of a program's recent history (several seasons) and other little tidbits like how much money they spend on their program.

As KenPom has said in a blog years ago, if you are trying to predict the order of finish in the Pac 12 a decade from now, it's pretty likely Arizona and UCLA will be near the top and Washington State and Cal will be near the bottom based simply off how much they invest into their programs.

Wow.... is Maryland really so far down this year?
They had an 8-man rotation last year and lost the 2 guys who were the biggest impact players on the team in Cowan and Smith. Certainly they could be good again, but will be reliant on any new freshmen as their upperclassmen are all role players.
