Give some examples of counties that you would combine.

The 4 west-most counties on the Mississippi have just 25K people if combined. Robertson & Owesley are small & empty and could be easily absorbed by others. Gallatin/Carroll/Owen are all physically small & would fit together nicely for still under 30K people. I could go on.
