If she was charged and found not guilty or No True bill was returned would that have proved that Tubman was guilty?
Of course not.

University SRBs are not courts of law and have no such burden of proof. They are more in line with a civil court which has a far less stringent burden. The most extreme punishment they can wield is to dismiss the student from that school. As long as universities are liable for what happens on their campuses they are going to retain the right to control who is admitted and who is dismissed.

(1) why did he prosecutor take the Tubman case to the GJ?

(2) how does the standard of proof at the grand jury compare to the standard of proof in a civil matter?

You are missing the point again. Answer a simple question. Do you believe the accused should automatically be believed and protected over the accused?
