I can't argue or find fault with that list. I may substitute George Jones with Merle and move him to honorable mention: I would also destroy Garth. That is not big boy country music, it is Hollywood junk.

The females you listed are immortals. I would add an honorable mention for the females, Tammy Wynette.

There's only four and these four can't be left out:

Hank Williams
Merle Haggard
Johnny Cash
Willie Nelson

I don't think Willie would put himself on the list. I think he would go with Bob Wills or Jimmie Rodgers instead. But it's my list, and I'll go with Willie. I'm partial to songwriters. Cash wasn't a great songwriter, but I couldn't leave him out.

Huge Buck Owens Glen Campbell, and Don Williams fan, but they not quite the icons oI’m in the minority, but not a fan of George Jones…that vocal warble is too much for me ( Reference “Bartender’s Blues” - hate it

Vastly under rated. Wrote songs for mnay of everyone's Rushmore performers (Waylon, Willie, Emmylou, Johnny Cash, Vince Gill, The Highwaymen, Patty Loveless, Travis Tritt, etc.) as well as having his own hits.

I wont try to make a case for or against anyone, but Keith Whitley and Earl Thomas Conley just really had voices I could listen too. And agree with Don Williams, dude was fantastic.
