I don't think it is but there wasn't enough bowl eligible teams to fill all 80 bowl slots so 3 5-7 teams will get in based on APR ratings.

I bet only a handful of people in St Petersburg know it. Who in their right mind would pay to go to a bowl game with a 5-7 team. I sure wouldn't. Too much good football to sit through something like that.

It is like the lowest bowl on the ACC lineup. It's normally ACC vs AAC matchup and the ACC was one team short this year.
