Sorry but go to any dirt track on a Saturday night and the teams with the most money usually win except when they break or someone puts their car into a wall. That is just what racing is. If you want a level playing field buy a football team with a salary cap.

And the rules are there to also make sure no one dies. As fun as some non-NASCAR folks think that would be, it's generally a bad idea.
