Seattle deserves a team. The Seattle SuperSonics had quite a following. Alas, their owner moved them to Oklahoma City in 2008, in a dispute about the arena.
I'm not a fan of any leagues having a team in Las Vegas, but it appears that once that bridge was crossed, it became a 4-lane highway for every league to have a team there.

@LionJim's point, there are some bad teams in the NBA. Poor management exists in every league, and the results are there to prove it. There are certainly enough kids in college, and overseas, playing basketball, to fill a roster of 32 teams. Whether there are 32 difference makers in the sport is another issue.
