Keep in mind, the NCAA methodology is a very lagging indicator - ie, while it is just now published, it is a measure of prior several years, not a measure of this year's performance (And they certainly are not the be-all and end-all as a metric. But it is sad, nonetheless.
One can probably expect that this is largely influenced by PSU having so many student-athletes transferring out of the school - without a degree - in recent years.
Men's Basketball finished 3rd worst (ahead of Illinois and Maryland)
On the plus side:
On the Men's side, Ice Hockey scored well - as did Field Hockey, Softball, Golf, Gymnastics, and Lacrosse on the Women's side.
