I've heard that it will cause some state alternative minimum taxing structures to kick in. Effectively raising most people's state income tax by about 12.5%. Of course this is just an average, it's hard to pinpoint it for an individual filer due to deductions, income, 403b contributions, non-taxed derivatives, etc...

Some of you might want to ask your tax professional if it would benefit you to prepay your Kentucky estimated tax payment before the end of 2017.
