I don't know how you balance the right to bear arms while also curbing senseless violence.
Is it a societal thing where people reach for a gun in a dispute?
I'm sure that the weapon in this case was obtained legally (we may or may not see as this plays out) so this probably isn't something that even a background check would catch.
The solution that keeps coming to mind for me is harsh automatic sentences for crimes committed with a firearm. Armed robbery, shooting somebody, shooting AT somebody (except in cases of self defense as in home invasion) and it's an automatic minimum 30 year sentence ... or whatever.
Doesn't affect the millions of law abiding gun owners, but harshly punishes the others. If we have a 3 strikes rule where people can get life for possession of marijuana, then I don't see why harsher punishments for gun crimes would be an issue.
